Unijobs on behalf of The Education Procurement Service have a requirement for a Public Sector Buyer (Category Specialist), to be based in the University of Limerick. The position is for 9 months initially, subject to review.

The Education Procurement Service (EPS) is the Department of Education’s shared procurement service, providing procurement services for Specific Categories to the wider Public Sector. The EPS team conducts competitive tendering on behalf of the Public Sector expenditure areas in line with the Office of Government Procurement (OGP) model. Competitions may be run at a national, sector or individual institution level and include multiple partners and stakeholders. EPS currently has fulltime temporary vacancies for Public Sector Buyers (Category Specialists). Successful candidates will work with the EPS team of approximately 15 staff and liaise with budget-holders, internal/external service providers and stakeholders to plan, organise and co-ordinate the sourcing of projects necessary for the successful operation of the public sector on a day to day basis. The Irish public sector procurement sourcing spend is in the region of €6.9 billion.

Key Accountabilities

  • Provide efficient and timely completion of tenders, frameworks, mini competitions and contracts
  • Establish and define requirements with budget-holders, stakeholders and end-users
  • Prepare regular reports on project progress, cost savings, efficiencies or quality improvement initiatives
  • Ensure closure is achieved on all projects and queries from customers
  • Assist in the implementation of system improvements, new systems, process improvement in line with best practice/government guidelines
  • Deliver savings through tendering and Procurement expertise
  • Support Category Managers responsible for categories of expenditure or specific spot buying activities assigned
  • Drive innovative approaches in relation to commercial arrangements, operating models, specification, etc
  • Aid the development of an online knowledge base for each category, using common templates and structures
  • Run, manage and record tender processes
  • Manage internal controls to assure process and legal compliance
  • Ensure compliance to the Category Sourcing Process
  • Develop and proactively manage customer relationships
  • Monitor and report on key performance indicators
  • Using agreed methodologies, report on forecast savings and deliverables for each procurement project
  • Assist/perform account control including active and effective handling of Suppliers
  • Conduct all Procurement business with integrity and Diligence in accordance with procurement best practice and Irish/EU Procurement law
  • Input into the development and management of an annual plan with agreed targets

Experience & Qualifications

  • Experience in a procurement/sourcing role, in a public sector or regulated/compliance-driven organisation desirable
  • Experience of dealing with suppliers and internal customers
  • Preparing detailed tender documents
  • Public sector procurement experience is desirable
  • Working knowledge of best practice rules of Public Sector Procurement
  • Microsoft Office proficient, good presentation skills, analytical skills
  • Excellent communication skills and skilled negotiator


  • Holding or pursuing a public procurement Degree/Diploma, or degree in relevant discipline or equivalent is desirable

Full on-the-job training is provided

Duration: 9 month contract (subject to review)

Salary: €30-€34k
